  • COMMUNIQUE OF THE BURUNDIAN-SWIDISH COMMUNITY (BSC) ABOUT THE CURRENT POLITICAL SITUATION IN BURUNDI.

    The Burundian Community of the Kingdom Swedish is following with great attention the ongoing events in Burundi since the morning of 26 April 2015 and would bring to the national and international community that:
    1. Around the world, including in Burundi, citizens are obliged to respect the laws to allow life organized society and avoid anarchy, each acting according to his will. The obligation for all citizens to respect the laws is the best insurance that freedom, rights and security of everyone are guaranteed effectively.

    2. No one can hide behind the Constitution or the Universal Declaration of Human Rights to organize an uprising. The possibility of disobedience to the law can be envisaged as a last resort after exhausting all available legal means to assert a dispute or any claim.

    3. The organic law in Burundi recognizes only the Constitutional Court’s jurisdiction to resolve any dispute in respect to constitutionality. Neither political differences nor individual feelings, can justify the questioning of the legitimacy of the Constitutional Court and the legitimacy of its decisions.

    4. We salute the decision of the Constitutional Court that was asked to interpret Articles 96 and 302 of the Constitution of Burundi, which lead to a decision to separate the two opposing opinions on the legality or otherwise of the candidacy of President of the Republic of Burundi.

    5. We welcome with great satisfaction the communiqué of the Council of Peace and Security of the African Union that called on the 28th April, 2015 all parties involved in the electoral process in Burundi to respect the decision of the Constitutional Court.

    6. We applaud the Speech made on 4 May, 2015 by the Minister for Foreign Affairs of Angola that chairs the International Conference on the Great Lakes Region to the General Assembly of the African Nations, in the presence of the UN Secretary General Ban Ki Moon and Ugandan President Yoweri K. Museveni, where he stressed the need to find solution to electoral disputes through existing legal mechanisms and not through violence.

    7. We appreciation the Speech of Yoweri Museveni, President of Uganda given on 4 may, 2015 before the United Nations General Assembly, where he cautioned in respect of the regional dimension by actors outside continents in the treatment of Burundian political question.

    8. We welcome the Presidential Decree No. 100/139 of 7 May 2015 on the opening of the election campaign for the election of municipal counselors and MPs for the period from 10 to 23 May 2015
    In view of these considerations, the Burundian community of the Kingdom of Sweden:
    9- (BSC) strongly condemns the latest violent uprisings organized in four suburban areas of Bujumbura by some organizations of civil society and some political parties opposed to the 2015 elections.

    10- Condemns all the perpetrators of indiscriminate killings regardless of their camp, all attacks on security forces, vandalism and destruction of public and private property in Bujumbura.

    11- Condemns the barbaric acts of the protesters of 7 May 2015 who burned young people affiliated to Ruling party in Nyakabiga, neighborhood of the capital Bujumbura.

    12- calls young people from the ruling party to retain and avoid to respond to violence by violence and stay calm after this barbaric act of provocation of the protesters

    13- Disapproves any political manipulation and retrieval of messages from military and police authorities to confuse and divisive maneuvers among the defense and public security forces.

    14- In confidence to the maturity among Burundian politicians and their historic ability to surpass their political differences, the Burundian community of the Kingdom of Sweden

    15- Urges the leaders of civil society organizations and political opponents who called the popular uprising to accept the outstretched hand this May 5, 2015 by the Government of Burundi represented by His Excellency the First Vice -President to initiate a dialogue and find a successful outcome to Burundi conflict to create a climate conducive to the holding of peaceful elections in Burundi.

    16- Congratulates the Burundian media which responded to the call of the government to negotiate a new strategy of constructive and responsible communication.

    17- Requests the Burundian people to remain calm, to keep national cohesion values and show courage to get back to work and avoid the adverse consequences of the paralysis of activities in the capital.

    18- Seeks friends of Burundi, the United Nations and the entire international community to refrain from any statements or partisan speeches that can be interpreted as support for the insurgency; encourage and support the continuation of the political dialogue among Burundians engaged since the adoption of the roadmap for peaceful elections in March 2014, and especially to accompany the electoral process to the end.

    19- Recalls that all in all the majority elections are the only way to ceasing power and that there is no any other alternative way.
